Ongoing CenturyLink Issues

As many of you are well aware, issues with CenturyLink's locating services continue to be a pervasive public hazard since they switched their locate services from USIC to DirectSat. CenturyLink made a promise to the industry that they would be "caught up" by June 15.  AGC continues to learn from its contractor members and Gopher State One Call (GSOC) they are still thousands of locates behind schedule.  Contractors who reach out to AGC say the locate issue is now spreading to other utilities.  This makes it hard for your company to perform the jobs it was hired to do and, more importantly, is a public safety issue.

The constant contact that you have made with AGC and the Minnesota Office of Pipeline Safety (MNOPS) has allowed MNOPS to begin administrative proceedings against CenturyLink.  A pre-hearing telephone conference is scheduled for August 21 at 9:30 am. AGC will be on the conference call to listen to the pre-hearing conversation. You can review the Notice and Order for a Prehearing Conference here.

In the meantime, AGC continues to have dialogue with the Department of Public Safety and its Office of Pipeline Safety.  Laura Ziegler and Lisa Frenette have met with the following:

  • Office of Governor Tim Walz
  • Minnesota Office of Pipeline Safety
  • Gopher State One Call
  • City Engineers Association of Minnesota
  • Labor and their lobbyists
  • USIC (locating Services

We will be meeting with the county engineers in the near future.

AGC continues to ask for your help in creating documentation on egregious behavior by CenturyLink, or any other utility that breaks the law.  Please take the time to respond to your locate issues by doing the following:

1.  Create documentation by taking photos and keeping records with the date and time of any and all issues you are having with a locate ticket with any facility your company has contracted with.

2.  Create invoices that keep track of lost downtime and wages.

3.  Call 1-800-667-9963 for any issues with a CenturyLink locate ticket. It is a direct number to inquire about open and recently completed locate requests. A contact sheet with CenturyLink Underground Facility Contacts is available here.

  • For "Emergency" tickets, this is a phone call to the number listed for the requestor to make the excavator aware of the expected completion window.
  • For "Meet" tickets, this is an auto message or text with notification that we are running behind, along with a way to reach us for more information.

4.  File a complaint with the Office of Pipeline Safety.

5.  Laura Ziegler ( and Lisa Frenette ( are compiling records of these serious incidences, so please forward a copy of your documents to us so we have this important information as we move forward on regulatory issues.

Contact Laura or Lisa if you have questions about the above.
